Ingredients

Flour

Instructions

Step 1: Preheat the Oven

In a large mixing bowl, whisk together the all-purpose flour, baking powder, baking soda, salt, sugar, and lemon zest. This step ensures the ingredients are well combined and aerated.

Step 3: Cut in the Butter
